Styles of Radical Will: Hong Kong vs. Taiwan

The following is a translation from an excerpt of a mother-son correspondence exchange (the mother is Lung Ying-tai 龍 應 台) in Apple Daily.  The original is included below.

 The people of Hong Kong habitually respond to events in rational and moderate ways.  They are proud of their rationality and moderation -- and they deride the people of Taiwan for being emotional and aroused so easily.  I have always thought that the people of Hong Kong who have good citizen qualities and a belief in the rule of the law can definitely create a better quality democracy than Taiwan, once democracy is in place (there is no 'quality' to speak off in Taiwan democracy).  This is because citizen quality and belief in the rule of the law are the two cornerstones of democracy.  But after the 12/4 demonstration, I have new doubts:

Moderate rationality is the external manifestation of citizen qualities and the belief in the rule of the law, and is an important "characteristic" of the people.  The people of Taiwan are not as moderately "moderately rational" than the people of Hong Kong, because they came through a long period of resistance against violence -- they resisted the "violence" of Japanese colonialism, they resisted the "violence" of the high-pressure KMT rule and they are now resisting the "violence" of the DPP for ineffectiveness, corruption and abuse of power.  Today in Taiwan, there are more and more "moderately rational" people, but their "moderate rationality" came from an unending resistance against "violence" one drop at a time.  The "moderate rationality" is the peace that came after the hurt.

Where did the "moderate rationality" of the people of Hong Kong come from?  It did not come from any resistance against violence.  They did not resist the "violence" from British colonialism.  They did not resist the violence of the Communist Party.  In the fate of history, the people of Hong Kong only have the experiences of "fleeing" and "immigration" and no resistance against violence.  Their "moderate rationality" is a mixture of the "cultivation" training from the afternoon tea of English people and the "helplessness" of the unfortunate and brutal China.

Therefore, the "moderate rationality" of the people of Hong Kong -- especially in terms of its nature -- I feel that it is very, very different from the "moderate rationality."  The crudeness and barbarity that the people of Taiwan sometimes exhibit are there for a reason.  The cultivation that the Hong Kong people never deviate from is also there for a reason.

香 港 人 面 對 事 情 一 貫 的 反 應 是 理 性 溫 和 的 ， 他 們 很 以 自 己 的 理 性 溫 和 為 榮 ─ ─ 嘲 笑台 灣 人 的 容 易 激 動 煽 情 。 我 也 一 向 認 為 ， 具 有 公 民 素 養 和 法 治 精 神 的 香 港 人 ， 一 旦實 施 民 主 ， 絕 對 可 以 創 造 出 比 台 灣 更 有 品 質 的 民 主 （ 台 灣 的 民 主 沒 有 「 品 質 」 可 言） ， 因 為 公 民 素 養 和 法 治 精 神 是 民 主 兩 塊 重 大 基 石 。 但 是 十 二 月 四 日 的 遊 行 ， 給 了我 新 的 懷 疑 ：
溫 合 理 性 是 公 民 素 養 和 法 治 精 神 的 外 在 體 現 ， 在 民 主 的 實 踐 裡 是 重 要 的 人 民「 品 性 」 。 台 灣 人 比 起 香 港 人 不 是 那 麼 「 溫 合 理 性 」 的 ， 因 為 他 們 是 經 過 長 期 的 「抗 暴 」 走 出 來 的 ─ ─ 抗 日 本 殖 民 的 「 暴 」 ， 抗 國 民 黨 高 壓 統 治 的 「 暴 」 ， 現 在 又 抗民 進 黨 無 能 腐 敗 、 濫 用 權 力 的 「 暴 」 。 在 台 灣 ， 愈 來 愈 多 「 溫 合 理 性 」 的 人 民 ， 但是 他 們 的 「 溫 合 理 性 」 是 在 從 不 間 斷 的 「 抗 暴 」 過 程 裡 一 點 一 滴 醞 釀 出 來 的 。 台 灣人 的 「 溫 合 理 性 」 是 受 過 傷 害 後 的 平 靜 。

香 港 人 的 「 溫 合 理 性 」 來 自 哪 裡 ？ 不 是 來 自 「 抗 暴 」 ； 他 們 既 不 曾 抗 過 英 國殖 民 的 「 暴 」 ， 也 不 曾 抗 過 共 產 黨 的 「 暴 」 。 在 歷 史 的 命 運 裡 ， 香 港 人 只 有 「 逃 走」 和 「 移 民 」 的 經 驗 ， 沒 有 「 抗 暴 」 的 經 驗 。 他 們 的 「 溫 合 理 性 」 ， 是 混 雜 著 英 國人 喝 下 午 茶 的 「 教 養 」 訓 練 和 面 對 坎 坷 又 暴 虐 的 中 國 所 培 養 出 來 的 一 種 「 無 可 奈 何」 。

所 以 香 港 人 的 「 溫 合 理 性 」 在 程 度 上 ， 尤 其 在 本 質 上 ， 我  覺 得 ， 和 台 灣 人的 「 溫 合 理 性 」 是 非 常 、 非 常 不 一 樣 的 。 台 灣 人 常 常 出 現 的 粗 野 ， 其 來 有 自 ， 香 港人 從 不 脫 線 的 教 養 ， 其 來 有 自 。
